This dataset observes the date in which Donald's followers created their Twitter accounts, not to be confused with the date in which the user followed Donald. The primary focus of this set is on accounts created between the effective date, and the date in which Donald announced his Candidacy for the Republican nomination (June 16, 2015). Note that the "joined date" in a user profile is based on their local time, whereas the times used in this dataset are explicitly UTC.
